Developing a Global Compensation System for U.S. Department of State

Delivering the largest and most complex global payroll system in the world

Overview

Working alongside the U.S. Department of State (DoS), SOSi developed a comprehensive global compensation system for expatriates, foreign nationals, and third-country foreign nationals. Using commercial off-the-shelf Oracle/PeopleSoft software, SOSi designed, developed, and implemented a solution that consolidated eight legacy payroll and timekeeping solutions into one. The Global Foreign Affairs Compensation System (GFACS) automates payroll processing, data conversion, and data reconciliation by automatically pulling data from dozens of standalone feeder systems. The system provides DoS leadership with a more accurate, real-time understanding of its payroll activities while reducing the risk of inaccurate/missed payments.

Results

GFACS represents the largest and most complex implementation of Oracle’s PeopleSoft Global Pay within the U.S. Government. With our assistance, the DoS is processing payroll for more than 60,000 Foreign Service National Staff in 186 countries and 160 currencies. GFACS is also processing retirement pay for thousands of retired Foreign Service officers.

GFACS is helping the U.S. DoS to better account for its financial obligations and costs while automating payroll processing for thousands of its employees living and working internationally. GFACS is a pillar of the DoS’s larger IT modernization strategy and is helping the department enhance operational security.
